Lu Min is the Director General of the Hainan International Economic Development Bureau and a Member of the Party Leadership Group of the Hainan Provincial Department of Commerce.
Born in Qiongshan, Hainan Province in February 1973, Mr. Lu graduated from Beijing International Studies University with a Bachelor's degree in Economics.
Mr. Lu has served as the Director General of the Hainan International Economic Development Bureau since January 2026, while concurrently holding the position of Member of the Party Leadership Group of the Hainan Provincial Department of Commerce.
From 2021 to 2025, he was a Member of the Standing Committee of the CPC Haikou Municipal Committee and served as the Deputy Mayor of the Haikou Municipal People's Government. During this period, he also held the roles of Secretary of the Working Committee and Director General of the Administrative Committee of the Haikou Comprehensive Bonded Zone, as well as Director General of the Haikou Municipal Bureau of Business Environment Construction.
In 2020, Mr. Lu assumed the position of Secretary of the Working Committee and Director General of the Administrative Committee of the Haikou Comprehensive Bonded Zone, a role he held until 2021.
Prior to this, from 2018 to 2020, he served as a Member of the Party Leadership Group and Deputy Director General of the Hainan Provincial Department of Commerce.
Mr. Lu began his career at the Hainan Provincial Department of Commerce in 1994, where he held various positions over a 24-year period until 2018.
