About Liverpool City Council

Liverpool City Council is the governing body for the city of Liverpool, dedicated to serving, safeguarding, and representing its citizens and communities.

Liverpool is a globally connected city with deep-rooted ties to China — home to Europe's oldest Chinese community and twinned with Shanghai since 1999. This enduring relationship has fostered successful partnerships across sectors.

Liverpool City Region's Freeport status and designation as a UK Life Sciences Innovation Zone offer compelling incentives — tax reliefs, customs benefits, and up to £800 million in potential investment. The region is a hub for advanced manufacturing, biomanufacturing, creative industry and global logistics. It also ranks among the UK's top four retail destinations, with Liverpool ONE, Britain's largest open-air retail & leisure destination at its heart. Leading Chinese companies such as Chery Commercial Vehicle, LGMG, Modern Sky, Pharmeron, Tencent, Xtalpi, ZPMC and have chosen Liverpool to grow their UK footprint.

Culturally vibrant and economically ambitious, Liverpool is England's only UNESCO City of Music and the UN's first Accelerator City for climate action. Through the award-winning Liverpool China Partnership, we offer expert support across trade, education, health and civic engagement.
